The Guyana Football Federation (GFF) will rigidly enforce new regulation regarding the transfer of players, President Colin Klass said in his New Year's message.

Klass said transfers for players within and outside their associations is becoming untenable.

"The Transfer Regulation will be rigidly enforced during 2005, with the windows for transfers being fixed for January and August each year," Klass said.

Klass added that the GFF was justly proud of its achievements during 2004 and warned that during 2005 indiscipline will not be tolerated.

"Football continued to be plagued by indiscipline at all levels of the sport, among administrators, officials, players and spectators.

"This matter will be seriously addressed in the year 2005 and beyond. We were able, with the assistance of CFU and CONCACAF, to resolve an impasse which arose between the GFL and the GFF.

"We were also able to adjudicate in the inter-club rivalries in the Berbice Football Association and other associations whose actions were bringing the game into disrepute.

"The GFF will deal swiftly and condignly with all such behaviours which can, and do, bring the game into disrepute," Klass said.

Touching on the issue of land for the building of the football facility, Klass said the GFF has secured a "Deed of Gift" for the acquisition of land on which the facility will be located. He said upon completion, the facility will accommodate 10,000 spectators. Klass added that the GFF signed a Memorandum of Understanding with the other Guianas, which would result in increased collaboration in football initiatives and in participation in joint youth and adult football matches and training programmes.

Klass lauded the achievements of referee Dianne Ferreira-James in the finals of the last Olympics.

Klass projected that during 2005, the GFF will finalise the acquisition of its headquarters' building, commence work on the FIFA Goal Project; conduct massive training and development programmes for club officials, coaches, referees and spectators. The GFF will also provide subventions for associations and affiliates, and supervise their development efforts.
