Speaker asks for early debate on DFC interim report

Speaker of the National Assembly, Ralph Ramkarran, has asked representatives of two major parties for an early debate on the Disciplined Forces Commission's interim report on the Guyana Police Force.

According to a Government Information Agency (GINA) news release, Ramkarran told the parties that he expects a resolution to be presented to the Assembly for debate on the report, which he described as detailed and comprehensive.

The commission has asked that government draft a five-year plan for the reform of the police force, which has been the subject of immense criticism over the years, particularly over abuses. The commission has asked to consider the plan, spanning the years 2004-2009, before the completion of its final report.

The commission was set up by the National Assembly to review the disciplined forces and make recommendations for their reform and development.

Ramkarran said he was optimistic that over the five-year period envisaged in the plan, the operations of the force would take a positive turn. And since the force is under active scrutiny at this point in time, he said there is some expectation that government would find the resources needed to enhance operations.

Ramkarran is also reported to have said that the recommendations for decentralised policing in the regions and the reform of the police constabulary components are significant aspects of the report.
