Broadcasting Bill completed, to be publicized

HEAD of the Presidential Secretariat (HPS), Dr. Roger Luncheon, has reported that the drafting of the Broadcasting Bill has been completed in accordance with the provision of the Communiqué signed between President Bharrat Jagdeo and Leader of the Opposition, Mr. Robert Corbin.

Speaking at his weekly news conference on yesterday, Dr. Luncheon said that following the conclusion of drafting of the Bill, a copy was sent to the Leader of the Opposition for his perusal and subsequent comments and possible amendments.

Copies of the Draft Bill will be sent to all stakeholders and will also be publicized in the national newspapers and on the Government Information Agency's (GINA) website.

After the consultation process on the Bill is concluded, the legislation would be tabled in the National Assembly by Prime Minister Sam Hinds, along with any proposed amendments arising from the consultations, the HPS informed the media.

Dr. Luncheon estimated the consultation process should last about six weeks.

The Broadcasting Bill comes against the background of the establishment of an Advisory Committee on Broadcasting (ACB) on November 15, 2001, to accelerate the structured development of television broadcasting in Guyana.

The role of the ACG is to advise Prime Minister Sam Hinds who has responsibility for the telecommunication and broadcasting sector, on the issuance, suspension and/or termination of television broadcasting licenses, including termination of unlicensed broadcasters.

The Committee is also to monitor the adherence to breach of broadcast standards relating to content by licensees; receive and investigate public opinion or complaints on broadcasting standards; maintain a working relationship with such bodies as are established by the industry to enforce broadcast standards; advise on appropriate action in cases after the process of investigation; and perform any other duties the Prime Minister may ask it to assume within the confides of these regulations and the Act.

The ACB is a semi-autonomous body under regulations made under the Guyana Post and Telegraph Act, Chapter 47:01. (Chamanlall Naipaul)
