Animal drawn vehicles to be banned from some roads

Operators of animal drawn vehicles and push carts are expected to comply soon with existing traffic laws which prevent them from using certain City streets, except under specific conditions.

The Police Traffic Department will embark shortly on a campaign to regularise animal drawn and other springless vehicle traffic in Georgetown and on the East Coast of Demerara "in order to control the traffic situation and keep death off the roads," a release from Police Headquarters said.

Citing Section 49 and 102 of the Traffic Laws, Georgetown Order, Chapter 51:02, the police stated that between the hours of 9:00 and 16:00 hours, carts, drays or other springless vehicles are prohibited to use Charlotte, High and King streets, as well as Brickdam and Manget Place.

Between the hours of 7:00 to 17:00 hours, the same vehicles are prohibited from using Regent Street from its junction within Water Street to its junction within Vlissengen Road.

Carts that are drawn or pushed by hand would be allowed to use these prohibited areas to facilitate the loading or unloading of anything and can enter and leave by the nearest cross street. They are also permitted to traverse a street which intersects the disallowed street.

Further, dray carts or other carts drawn by animals are not allowed to use that portion of Water Street which is between the road to the Georgetown Ferry Stelling south of the Fire Station and the road from the Stelling north of the River Police Station, the release said.

Other prohibited areas are Barima, Eping, and Lama Avenues; Abary, Ituni and Rupununi streets; Potaro and Kamarang roads; in addition to Arakaka Place west and east; Amakura Place west and east; Ireng Place west and east; Issano Place west and east; Rupa Place west and east; and Robin's Place west and east.

However, these streets can still be used for the purpose of loading, unloading or delivering articles provided that the operators enter and leave using the shortest routes, the release stated.

Also no animal drawn vehicles would be allowed to travel along the Seawall Public Road between the junction of High Street, Kingston, and within the junction of Vlissengen Road, but use would be allowed to enable repairs to another defective vehicle or for gaining access to any premises along the road.

And along the East Coast Public Road, extending from Vlissengen Road to the bridge across the sideline trench between Beterverwagting Village District and Plantation La Bonne Intention, no animal drawn vehicle would be allowed to proceed in either direction from 15:30 hours to 17:00 hours from Monday to Friday, except Saturdays and Sundays.

According to the release too, no animal drawn vehicles would be allowed to proceed along the prohibited roads between 18:00 hours and 20:00 hours, Monday to Saturday, except Sundays; and commencing from 11:00 hours to 13:00 hours, Monday to Saturday, except Sundays.
