Heyligar leads local team in Beal talks

FORMER Commissioner of Inland Revenue, Mr Edgar Heyligar heads the government negotiating team on the Beal Aerospace proposal to set up a rocket launch base in the north west.

He gained experience in negotiating many taxation treaties with the United Kingdom and the United States of America among others, on behalf of Guyana.

During the period of nationalisation under the Forbes Burnham administration, Heyligar was intimately involved in the nationalisation of the Booker Group of Companies, Sprostons, Berger Paints and Cable and Wireless.

Under the Desmond Hoyte administration, he played key roles in negotiating the privatisation of Marine Foods and other entities.

He also headed the negotiations when Saskpower of Canada showed interest in the Guyana Electricity Corporation (GEC), but asked President Janet Jagan for a respite when asked to lead when the CDC/ESBI group came to negotiate for the GEC.

Heyligar is still a key architect-on-hold with respect to the Revenue Authority, as he is convinced that a vibrant Revenue Authority could only redound to a vastly-enhanced resource of the nation.

At the request of President Bharrat Jagdeo, Heyligar is back as team leader for the talks with Beal of Texas.

A public forum on the proposal is on this morning at the Ocean View Convention Centre, Liliendaal, East Coast Demerara.
